The ADU Process, Stage by Stage

What actually happens between the first site visit and the day you hand over the keys — including who signs off on what, and why.

4–8months

That is the range most ADU projects fall into, and the spread is real rather than padding. The construction itself is fairly predictable. What moves a project from the short end of that range to the long end is almost always the approval phase, which runs on your town’s calendar, and the site conditions nobody can see until the excavator arrives.

Below is every stage in order, what happens in it, and which sign-off has to clear before the next stage can start. The inspections are not our schedule — they are set by the Massachusetts building code, and they gate the work whether or not the crew is ready.

Stage by Stage

Durations belong to phases, not to individual stages — stages overlap, and a stage-level estimate would be a false precision. Where a phase has a range, it is the range we quote.

Phase 1: Design & Permitting

1–3 months

Everything before a shovel moves. This phase has the widest spread of any, because it depends on your town's review calendar rather than on our crew.

Consultation and site visit

We walk the property with you and look at the things that decide whether an ADU works here at all: where the unit could sit, how equipment and materials would reach it, where water, sewer or septic, and electrical service are now, and how far they would have to travel. We talk through what you want the unit for — family, rental income, or aging in place — because that changes the layout. The visit is free and carries no obligation.

Layout, size, and a real number

We settle on detached, attached, or an internal conversion, and on a footprint that fits both your lot and the size cap. Massachusetts protects one ADU per single-family lot at up to half the gross floor area of the principal dwelling or 900 square feet, whichever is smaller — so on a 1,400 sq ft house the by-right ceiling is 700 sq ft, not 900. Once the scope is real, so is the estimate: we replace the per-square-foot ballpark with a written number for your project.

Drawings and engineering

An architect or designer produces the drawing set the building department will review — floor plans, elevations, sections, structural details, and the energy compliance path. On a septic lot this is also when the system gets evaluated, since MassDEP's Title 5 guidance governs whether the existing system can serve a second dwelling or needs an upgrade. These fees are billed by the design professionals directly, not folded into our construction price.

Zoning: confirming your ADU is protected

Under 760 CMR 71.03(1), a town cannot require a special permit, variance, or other discretionary zoning approval for a Protected Use ADU in a single-family residential zoning district. Two narrow exceptions exist: a second ADU on the same lot does need a special permit, and a town may require one in a floodplain or aquifer protection overlay if it requires one for the main house, on clear and objective criteria. Your town may still run site plan review before issuing the building permit, but the regulation requires that review to be clear and objective and consistent with an as-of-right process. Historic districts are the one place a town may apply stricter design and dimensional standards than it would to a house.

Building permit

We file the building permit application with your town's building department. Under 780 CMR R105.3.1 the building official must issue or deny the permit in writing within 30 days of filing. In practice most applications come back with comments before they come back approved, and answering those quickly is most of what keeps this phase short. We handle the filing and the back-and-forth.

Phase 2: Site Work & Foundation

2–4 weeks

The first visible progress, and the phase most exposed to weather and to what is actually under your yard.

Excavation and utilities

We stake the building, strip and excavate, and open the trenches for the utility runs. This is where surprises live — ledge, a high water table, or poor soil all change the work. A town cannot require you to install a separate utility connection, but the utility company itself, state law, or a local board still can, so we confirm early what your service actually needs.

Foundation and the first inspections

Forms, reinforcing steel, and concrete. We build ICF foundations, which cost more than a poured wall up front and pay it back in insulation and durability. Two code inspections gate this phase: the footing and foundation inspection under 780 CMR R110.3.1, made after the excavation and any reinforcing steel are in place, and the slab and under-floor inspection under R110.3.2, made before concrete goes down over building service equipment. Nothing gets covered until the inspector has seen it.

Phase 3: Framing & Rough-Ins

2–3 months

The unit stops being a hole in the ground and becomes a building you can walk through.

Framing, sheathing, and roof

Floor deck, walls, roof structure, sheathing, windows and doors, and the roof covering. Getting the building weather-tight is the milestone that matters here, because everything after it happens inside regardless of the forecast.

Rough electrical, plumbing, and HVAC

Wiring, supply and waste piping, ductwork or line sets, and ventilation, all run inside open walls. We coordinate these trades in-house so they are not tripping over each other. The frame inspection under 780 CMR R110.3.4 comes after the framing, fire-blocking, and bracing are in place and the rough mechanical, electrical, and plumbing work has been approved — so the rough-ins have to pass before the frame does.

Phase 4: Finishes & Inspections

The longest list of small tasks, and the phase where your finish selections decide how long it takes.

Insulation, air sealing, and energy verification

Insulation and air sealing go in, and the building envelope gets its energy efficiency inspection under 780 CMR R110.3.7, which covers envelope and duct insulation values, window performance, and the HVAC and water-heating equipment. If your town has adopted the Stretch Energy Code or the Specialized Opt-in Code under 225 CMR 22.00, the unit also has to be verified by a third-party rater — an extra party to schedule and a higher bar to hit. Drywall and interior finishes

Drywall goes up and gets its lath and gypsum board inspection under 780 CMR R110.3.5 before any finishing. Then flooring, trim, cabinetry, counters, tile, fixtures, and paint. This is the phase you control most directly: selections made early keep the schedule moving, and selections made late are the single most common reason a finish phase runs long.

Final inspection and certificate of occupancy

The final inspection under 780 CMR R110.3.10 is made after the permitted work is complete and before occupancy, and the certificate of occupancy is what legally makes the unit habitable. Your town assigns the ADU its own address under 760 CMR 71.03(8) and records the permit and certificate for state reporting. We walk the finished unit with you, build the punch list, and close it out.

What Puts a Project at the Long End

Nearly every ADU that runs past eight months does so for one of these reasons. Most of them can be managed if they are identified at the site visit rather than discovered in month three.

Your town's review calendar

The 30-day statutory clock on a building permit decision is a ceiling on one step, not on the whole approval. Site plan review, where a town runs it, is scheduled around a board's meeting nights, and a set of comments that arrives the day after a meeting can cost weeks waiting for the next one.

Septic

A lot on septic adds a design and review track that a sewered lot never sees. If the existing system cannot serve a second dwelling, the upgrade has its own design, its own approval, and its own installation window.

Utility scheduling

Service upgrades and new connections run on the utility's calendar, not ours. It is worth starting that conversation early, because it is one of the few things on the project no contractor can accelerate.

Historic district review

If your property sits in a district established under M.G.L. c. 40C, exterior design and dimensions get a review that other lots do not face, and the regulation expressly allows stricter standards there.

Late selections and changes

A change during framing is cheap. The same change after drywall is expensive and slow. We front-load selections for exactly this reason.

Weather

New England foundations and framing are weather-dependent. A wet spring moves the excavation window; hard winter ground moves it further. Once the building is weather-tight the forecast stops mattering.

What We Need From You

Short list, and every item on it protects the schedule:

  • Decide early what the unit is for — the layout follows the use, and changing the use late changes the drawings.
  • Make finish selections on the schedule we give you, not when the trades arrive.
  • Sign and return permit paperwork promptly; as the property owner, some of it can only carry your signature.
  • Start the conversation with your utility as soon as the location is settled.
  • Tell us about anything buried in the yard you know about — old tanks, wells, drainage, invisible fence.

ADU Process Questions

How long does it take to build an ADU in Massachusetts?

Most ADU projects run four to eight months. Design and permitting typically takes one to three months, site work and foundation two to four weeks, framing and rough-ins two to three months, and finishes and inspections the balance of the schedule. The widest variable is permitting, because it depends on your town's review calendar rather than on the crew.

Do I need a special permit to build an ADU?

Usually not. Under 760 CMR 71.03(1), a municipality cannot require a special permit, variance, or other discretionary zoning approval for a Protected Use ADU in a single-family residential zoning district. There are two narrow exceptions: a second ADU on the same lot requires a special permit, and a town may require one for a Protected Use ADU in a floodplain or aquifer protection overlay district if it requires one for the principal dwelling, based on clear, objective, and non-discretionary criteria. You still need a building permit in every case.

How long does the town have to act on my building permit?

Under 780 CMR R105.3.1 the building official must examine the application and issue or deny the permit in writing within 30 days of filing. Separately, under R105.3.2 an application is deemed abandoned 180 days after filing unless it has been pursued in good faith or a permit has been issued. In practice, applications commonly come back with comments to resolve before approval, so responding quickly is what keeps the phase short.

What inspections does an ADU need?

The Massachusetts building code sets the required inspections for one- and two-family dwellings in 780 CMR R110.3. On a typical detached ADU that means a footing and foundation inspection, a slab or under-floor inspection before concrete is placed over building service equipment, a frame inspection once framing, fire-blocking, bracing, and the approved rough mechanical, electrical, and plumbing are in place, a lath and gypsum board inspection before finishing, an energy efficiency inspection of the envelope and equipment, and a final inspection after the work is complete and before occupancy. Towns in Stretch or Specialized Code communities add third-party energy verification on top of that.

Can my town make me run site plan review for an ADU?

It can, but it is constrained. Site plan review is a local process that happens before the building permit issues. Under 760 CMR 71.03(3)(b)5, site plan review applied to a Protected Use ADU is unreasonable if it is not clear and objective, or if it imposes terms and conditions that are unreasonable or inconsistent with an as-of-right process as defined in M.G.L. c. 40A, § 1A. In short, a town may review, but it may not turn the review into a discretionary approval.

Who handles the permits — me or the builder?

We do. We prepare and file the building permit application with your town's building department, respond to the building official's comments, and schedule every code inspection through to the certificate of occupancy. Some paperwork requires the property owner's signature, and design and engineering fees are billed by the architect or engineer directly, but the permitting legwork is ours.

When do I need to make finish selections?

Earlier than most homeowners expect. Cabinetry, tile, flooring, and fixtures all have order lead times, and several of them have to be settled before the trades that install them arrive. A change during framing is inexpensive; the same change after drywall is not. We give you a selections schedule at the start of construction, and keeping to it is the single most effective thing you can do to protect the timeline.
